Isaiah 40:31 Meaning: What It Means to Wait on the Lord

Inspiration MinistriesBy Inspiration Ministries12 Minutes

“But they who wait for the Lord shall renew their strength; they shall mount up with wings like eagles; they shall run and not be weary; they shall walk and not faint” (Isaiah 40:31).

What Does Isaiah 40:31 Mean?

Isaiah 40:31 promises that those who place their trust in God—actively waiting on Him in faith—will receive renewed strength that goes beyond human capacity. The verse describes three expressions of that renewal: soaring above difficulty, enduring through demanding seasons, and persevering quietly in daily faithfulness. The promise is grounded not in human effort, but in the inexhaustible strength of God Himself.

Isaiah 40:31 is one of the most beloved promises in Scripture. It speaks tenderly to the weary heart and reminds us that God sustains those who turn to Him.

But to understand the depth of this promise, we need to look at the verses that come before it.

Isaiah does not begin with eagles’ wings. He does not begin with running. He does not even begin with walking.

He begins with God.

The Foundation: God’s Limitless Strength (Isaiah 40:28–29)

“Have you not known? Have you not heard? The Lord is the everlasting God, the Creator of the ends of the earth. He does not faint or grow weary; his understanding is unsearchable. He gives power to the faint, and to him who has no might he increases strength” (Isaiah 40:28–29).

This is the foundation of Isaiah 40:31. The promise is not rooted in the one who waits, but in the One being waited upon.

Isaiah then shows us the limits of human strength:

“Even youths shall faint and be weary, and young men shall fall exhausted” (Isaiah 40:30).

Even the strongest get tired. Even those who seem capable and disciplined eventually reach the end of themselves.

Human strength has limits. God’s does not.

That is why verse 31 begins with such hope: “But they who wait for the LORD shall renew their strength.”

What Does “Wait” Mean? The Hebrew Word Qavah

The word translated “wait” comes from the Hebrew word qavah (קָוָה). It carries the meaning of waiting, hoping, looking for, and expecting with anticipation. It can also suggest the idea of being bound together or stretched toward something, which gives us a helpful picture of God’s people turning toward Him in trust.

Key Term: Qavah (קָוָה)

Qavah—Hebrew for “wait.” It means to hope, look for, and expect with anticipation. It pictures the soul drawn toward God in active, faith-filled dependence.

This kind of waiting is not empty delay. It is not resignation or the posture of someone who has given up.

Biblical waiting is hope-filled dependence on the Lord.

The promise is not that those who do more for God will earn more from Him. It is that those who place their trust in the Lord will be renewed by Him.

Waiting on the Lord Is Not Passive

To wait upon the Lord is not to sit idle. It is active trust—the soul turning toward God in faith. It is the heart saying, “Lord, You are my help. You are my strength. You are my hope.”

It means bringing our weakness honestly before Him, trusting His timing when we cannot see His hand, and believing He is still faithful even when we cannot yet see the outcome.

This posture runs throughout Scripture:

“Wait for the LORD; be strong, and let your heart take courage; wait for the LORD!” (Psalm 27:14).

“For God alone, O my soul, wait in silence, for my hope is from him” (Psalm 62:5).

Again and again, waiting is tied to courage, expectation, and trust. Those who wait on the Lord are not doing nothing—they are looking to Him, leaning on Him, placing their confidence in His character rather than their own ability.

“Shall Renew Their Strength”—What That Promise Means

God does not merely encourage the weary from a distance. He gives what we do not have in ourselves. We come to Him depleted, and He gives what only He can give.

This is grace.

Isaiah then gives us three pictures of what that renewal looks like—not three equal options, but three different expressions of God meeting us exactly where we are.

Three Expressions of Renewed Strength

1. “They shall mount up with wings like eagles”

There are moments when God lifts us above what once overwhelmed us—giving perspective, courage, and clarity. Not because the circumstances have changed, but because His strength carries us above them.

The eagle does not fight the wind; it rides on it. Those who wait on the Lord find that what threatened to crush them becomes the very thing that lifts them.

2. “They shall run and not be weary”

There are seasons when the Lord gives sustained endurance for the demands in front of us—to obey, to serve, to persevere, to keep moving when the road is long and the cost is real.

This is not self-powered striving. It is God-given endurance that outlasts what human effort alone could sustain.

3. “They shall walk and not faint”

This may be the most tender promise of all. Walking comes last—not as the least impressive option, but as the most quietly faithful one.

Sometimes the miracle is not soaring. Sometimes it is not running. Sometimes the miracle is simply continuing.

One more step.

One more prayer.

One more act of obedience.

One more day held by grace.

Much of faithfulness happens in the walking—in quiet trust and daily dependence. The Lord meets us there, in the unremarkable middle of an ordinary day, and He holds us up.

What Isaiah 40:31 Does Not Promise—and What It Does

Isaiah 40:31 is not a promise that life will never be tiring. It does not guarantee that believers will never feel stretched beyond themselves. The verse does not say God removes the road—it says He renews the walker.

It is something better than the absence of difficulty.

The everlasting God gives power to the faint. He increases the strength to those who have no might. He carries those who come to Him depleted and directs their next step.

How Do We Wait on the Lord Today?

Understanding this promise is one thing. Living it is another. Waiting on the Lord is not a technique to master—it is a dependence we return to, again and again, in the ordinary moments of life.

Pray honestly. Bring what is actually true before God—the exhaustion, the uncertainty, the frustration. He is not surprised, and He is not disappointed. He is near.

Look to Scripture. Passages like Isaiah 40 are not just information—they are reminders of who God is when distractions cloud our view. Let God’s Word speak into the places where faith feels thin.

Surrender the timing. Much of our weariness comes from trying to control what we were never meant to carry. Waiting on God means releasing the outcome to Him and trusting that His timing is not a delay—it is faithfulness.

Take the next faithful step. You do not need to see the whole road. You need to take the next step. Often that is enough—one prayer, one act of obedience, one day lived in dependence on Him.

None of this is a checklist. It is simply our reminder that God can be trusted.

Isaiah 40:31 and the Invitation of Jesus

Through Jesus Christ, this promise becomes deeply personal. The God who spoke through Isaiah is the same God who, in the person of His Son, extended an open invitation to every exhausted soul:

“Come to me, all who labor and are heavy laden, and I will give you rest” (Matthew 11:28).

The invitation of Isaiah 40 and the invitation of Jesus are the same at their core: bring your weakness to the One who never grows weak. The answer is not self-effort, not pretending to be strong, not carrying more than we were created to bear.

The answer is coming to the Lord.

Jesus does more than sustain the weary—He saves the lost, forgives sin, and brings us into peace with God through His death and resurrection.

When our reserves run out, His do not. When faith feels thin, His faithfulness remains. When we can barely walk, He is able to carry us.

This is not poetry—it is the consistent testimony of Scripture and of every believer who has discovered that turning to God in trust is never wasted.

Conclusion: The Weary Are Not Forgotten

Those who wait upon the Lord are not forgotten. They are not abandoned in their weakness. They are being invited into deeper dependence on the One who never grows weary.

We are not renewed because we are strong. We are renewed because we turn toward God in faith, trusting the One whose strength has no limit and whose faithfulness has no end.

And because He never fails, we can keep walking.

If you’re carrying something heavy today, lay it down at the feet of Jesus. He will carry your burden for you. If you need someone to agree with you in prayer, our prayer team would be honored to stand with you and pray for you.
